If he had no knowledge than whose idea was it. Here is my opinion:
President Obama: "Hey guys everybody loves me sooo much that I think we should start randomly flying one of my airplanes around large metropolitan cities so that people will take pictures and then they will love me even more. Why don't we start with New York city!"
Aftermath:
"Mr. President in hindsight it was really stupid to fly a large plane excorted by fighter jets at low altitude over New York city for some reason a lot of people started panicking. Yea I think it had something to do with 9/11, you know when terrorists (the ones that we are letting go free now) flew two large planes into the world trade center towers".
President Obama: "Oh yea I remember that, just tell them it wasn't my idea tell them it was Bush's fault!"
